“Due to development in Gujarat in the last 10 years, there has been substantial rise in this neo-middle class. We want to address their issues. We will form a committee to define this neo-middle class. We will try to give them benefits of government schemes,” Modi said after releasing the manifesto.
Notably, the carefully crafted “Sankalp Patra” talks about the progress that state witnessed only in the last 11 years of Modi’s rule; giving a complete disregard to the three-and-a-half years of his bête noire Keshubhai Patel’s government.
Modi has countered the ‘Ghar nu Ghar’ scheme, a Congress trump card, by promising to build 50 lakh houses at the cost of Rs 33,000 crore in the next five years, compared to the opposition party’s 27 lakh homes.
Even as he refrained from making any comments on the Congress’ scheme, he took a swipe at the quality of houses built by their governments in the past.
Modi falling back on middleclass voters can also been seen in light of the fact that the delimitation has resulted in a significant increase in the number of urban seats where BJP has always had an edge over the Congress.
While the manifesto also focuses heavily on job promises for 30 lakh youngsters, Modi also sought to hit the chord with something inevitable – accidental death insurance. “All six crore people of the state will be covered by state-sponsored accidental death insurance,” he said. “A youth-led skill development movement will be initiated through Skill Development University,” he said.
Sops for farmers too figure prominently in the manifesto. While Keshubhai’s Gujarat Parivartan Party (GPP) talked about free electricity to all farmers, Modi said his government will pay the interest on the loans of agriculturists.
Modi also promised to enact Right to Service Act, on the lines of states like Bihar, Punjab and Madhya Pradesh, which relieve people of red tape and assure time-bound government services.

For the first time, Muslims have found a mention in BJP’s manifesto. Showing Sadbhavna towards the minority community, chief minister Narendra Modi promised modernizing madrassas to improve the quality of education and help them join the main stream. The government will also work for enhancing skills of workers engaged in the small-scale industries like making kites, incense sticks, rakhi and fire crackers, dominated by the minority community.
