National Conference's Vision Document for J&K

The National Conference unveiled its vision document of governance for the next 15 years. The document sets out goals of “self-reliance, eradication of unemployment, environmental conservation and good governance in Jammu and Kashmir”. The vision document comes a week after the party’s arch rival People's Democratic Party (PDP) released its self-rule document which advocates "shared sovereignty" between India and Pakistan over Kashmir without redrawing the Line of Control. The NC’s document, however, mainly focuses on development and governance in the state.
“The development and the resolution of Kashmir problem are two separate issues,” NC president Omar Abdullah said at a press conference at the party headquarters after releasing the 53-page vision document. “We have to delink the two issues.” Abdullah who was also flanked by party patron and former Chief Minister Farooq Abdullah said the party would come with another document that will exclusively deal with the international dimensions of the Kashmir problem. He, however, didn't set any deadline for the document. Abdullah said the vision document is an implementable road map for development and good governance. The vision document promises that the party would encourage sustained dialogue between all stakeholders to arrive at a lasting solution.
“At the political level, the NC Government shall try to convince those who have taken recourse to violence and intimidation as a means to achieve their goal, that the lessons of history are very clear that all social, political discourse are resolved ultimately by discourse and dialogue,” Abdullah said. “And in this context NC would strive to make the people understand that restoration of autonomy in its pristine form is the only viable solution.”
