Have a look at a report in the Indian Express dated 19th September 2005....there was a lot of talk of trams starting in Pune.There was a delegation from Bremen to assist..Bremen being one of Pune's sister cities.

THE tram system is a better available public transport option and can be integrated well in the traffic system of the Pune Metropolitan Area (PMA), as it is a tried and tested rapid mass transit system. This was underlined in a presentation on the eve of the National Engineers’ Day, organised by the PCMC Engineers’ Association at Pimpri recently. ‘‘The tram is being run successfully in many German cities, including Bremen. They have upgraded its technology and network since it was introduced a century ago. Hence, it is still a popular mode of public transport in Europe,’’ said Vijay Mahajani, chairman of the Association of the Friends of Germany, while making the presentation.
He said Bremen Mayor Henning Scherf would lay the foundation stone for the first tram line between Nigdi and Hadapsar in November.
RK Jain, transportation expert from D Y Patil Engineering College, presented the details on ‘Integrated Transport Planning and Tram System’ on the basis of a survey he had done. Dishing out the statistics on various parameters of the transport infrastructure in PMA, he said, ‘‘There is an urgent need for an efficient public transport system for PMA and the tram offers many advantages over the other systems.’’
He also said the present transportation infrastructure was stagnant. The tram can be integrated into the present infrastructure as it required less space. The space for transportation in PMA is a mere 4 per cent, while the standard requirement is 15 per cent.
Citing the example of Bremen, Jain highlighted the plus points of the tram. In the central busy area of Bremen no automatic vehicle is allowed to enter. People park their vehicles outside this area and the parking coupon they get is used as the tram ticket in the heart of the city, where the tram runs on electricity, entailing no traffic congestions or air and noise pollution and at no extra money. The programme was attended by the PCMC engineers and other civic officials.

JNNURM Funds Likely For City Tram Project, project involves a cost of Rs 48 crore per km

The Pune Municipal Corporation may seek JNNURM funds for implementation of tramway project in the city once the comprehensive mobility plan is in place, municipal commissioner Pravinsinh Pardeshi has said.
The detailed project report (DPR) for the tramways, prepared by the Consult Team Bremen (CTB), was recently submitted to the civic body. The project involves a cost of Rs 48 crore per km.
Talking to reporters, Pardeshi said, "The corporation had assigned the task of preparing a comprehensive mobility plan to the IL&FS. The PMC is likely to receive the draft plan by next month, after which it would be submitted to the general body and to the JNNURM," Pardeshi said.
He said the mobility plan should be in accordance with the guidelines of the JNNURM. "If the comprehensive mobility plan mentions tram project, we could seek funds from the JNNURM. The PMC has submitted all reports, including those of metro, mono rail and BRT, to the IL&FS."
Meanwhile, the tramway DPR mentions the reason to introduce tramways in Pune and Pimpri-Chinchwad is to strengthen and improve the mass transport system. "A preliminary assessment shows that Karve road, University road and Shivaji road are the most congested, where widening of roads is not possible because of buildings on either sides. Fringe areas like Aundh, Warje, Kothrud, Katraj and Hadapsar are developing fast and a good transportation system has to be put in place to avoid further congestion," the report says. The tramway network is proposed to be developed in two phases.
